Frequently Asked Questions
1. What is a Title 24 energy report?
It is a set of forms that contain significant information regarding the construction and energy efficiency of your proposed building design such as heating and cooling systems, insulation levels, surface areas, water performance, and window performance among others.
Title 24 is a set of building standards applicable to all commercial and residential buildings throughout the state of California, which is set forth by the California Building Standards Commission since 1978.
Title 24 is broken down into twelve specific sections, such as the administrative, electrical, mechanical, plumbing, energy, and fire codes among others.
Construction, major renovations, and minor alterations of homes and all building types are required to meet the minimum energy efficiency standards found in the 6th chapter of the California Code of Regulations.
The purpose of this mandate are as follows:
●to reduce California’s energy consumption despite its growing population
●to provide new comfortable homes and commercial
● buildings with a design for higher energy efficiency; the higher the efficiency level, the bigger the energy savings
to secure the economy
●and to preserve environmental quality
2. What makes energy standards important?
Excessive energy demands from buildings create unstable conditions that often result in blackouts. The greatest blackout of 2011 which took place in South West California is just among the major reasons the Energy Commission has placed more emphasis on energy standards.
Energy efficient constructions ensure the state’s electrical system operates in a stable manner to prevent future blackouts that could cause businesses to lose billions of dollars. Likewise, this allows Californians to live in more comfortable homes with reduced energy costs.
3. Does the Energy Commission update their standards?
The law requires the California Energy Commission to update their standards every three years to incorporate innovative methods and technologies to amplify the electricity supply, deliver reliable services, an improved interior environment without the need to build more plants.
4. Who supports these standards?
Pacific Gas & Electric, Southern California Edison, Sacramento Municipal Utility District, and the Natural Resources Defense Council are just among those who support these standards.
5. Are there buildings uncovered by these standards?
Correctional centers, prisons, hospitals, and nursing homes are exempted.
6. Do standards vary by climate zone?
The state of California is comprised of 16 climate zones. Certain measures that are suitable for more extreme climates may not be cost effective in milder climates. Thus, different climate zones require different measures to ensure a building will gain the most energy efficient features.
7. How much energy will the recent 2016 standards save?
Homes that were built with the 2016 standards consume approximately 28% less energy for cooling, heating, lighting, and water heating compared to homes built with the 2013 standards. In a span of 30 years, California will be able to save enough energy to power up roughly 2.2 million homes without the need to build a dozen power plants.
8. When are the Title 24 calculations required?
You need to submit your Title 24 compliance report to the building department prior to the issuance of building permits. After you are compliant, you submit the certificate to the city and they will look at it along with your permit application. You will receive a Certificate of Occupancy as soon as they approve it.
